Sendikaların da içinde olduğu baskı grupları, demokrasiyi besleyen ve destekleyen unsurların başında gelmektedir. Güçlü ve etkin sendikacılık, demokrasinin de teminatı durumundadır. Bu bağlamda sendikaların muteber ve güvenilir örgütler olması büyük önem taşımaktadır. Sendikalar hakkında gelişen olumsuz algı ve imaj, sendikalara olan güveni de sarsmaktadır. Türkiye’de sendikaların yeterince güçlü ve güvenilir örgütler olmamasının arkasında da sahip oldukları olumsuz algı önemli bir rol oynamaktadır. Türkiye’de sendikalara yönelik olumsuz algının oluşmasına neden olan dışsal ve içsel çeşitli faktörler bulunmaktadır. Sendikaların demokratik mücadele geleneğinin zayıf olması ve devletten bekleme alışkanlıklarının güçlü olması, iş güvencesizliği, işverenlerin ve iktidarların sendikasızlaştırma politikaları ve uygulamaları, toplumsal güvensizlik ve alternatif dayanışma şekilleri, kanunların yetersizliği ve sınırlılığı başlıca dışsal nedenler arasındadır. Ancak dışsal nedenlerin yanı sıra sendikalardan kaynaklanan içsel faktörler de olumsuz sendikal algının ortaya çıkmasına neden olmaktadır. Geleneksel sendikal politikalar, sendika içi demokrasi zafiyeti ve sendikalar ile siyaset arasındaki ters yönlü ilişki başlıca içsel nedenler arasındadır. Makalede Türkiye’de olumsuz sendikal algıya neden olan bu içsel ve dışsal nedenler açıklanmaya çalışılacaktır.
The pressing groups, including the trade unions, are at the forefront of the elements that feed and support democracy. Strong and effective trade unions are also guaranteed by democracy. In this context, it is very important that the trade unions are trustworthy and reliable organizations. The negative perception and image that develops about the trade unions is also stumbling the trust in the trade unions. In Turkey, the negative perception behind the lack of strong and reliable organizations of trade unions also plays an important role. There are various external and internal factors that cause the formation of negative perception of trade unions in Turkey. The weak tradition of the trade unions of democratic struggle and the strong habits of waiting for the state, the uncertainty in the workplace, the policies and practices of the unification of employers and powers, the social uncertainty and alternative forms of solidarity, the insufficiency and limitation of laws are among the main external causes. However, in addition to external causes, as well as internal factors arising from trade unions also lead to the emergence of negative trade union perceptions. Traditional trade union policies, the weakness of trade union democracy and the reverse relationship between trade unions and politics are among the main internal causes. The article will try to explain these internal and external reasons that cause negative trade union perceptions in Turkey.
