İşgücü piyasasının kronik yapısal sorunlarından biri, kayıt dışı çalışmadır. Kayıt dışı çalışma, bireyin istihdam/çalışma koşullarına bağlı olarak daha da karmaşık bir yapıya bürünebilmektedir. TÜİK 2019 Mart İşgücü İstatistiklerine göre kendi hesabına çalışan (KHÇ)’ın %67,6’sı kayıt dışı çalışmaktadır. Bu bağlamda çalışmanın amacı, istihdamda dezavantajlı gruplardan birini oluşturan KHÇ ile kayıt dışı çalışma arasındaki ilişkiyi ortaya çıkarmaktır. Çalışma, kuram ve uygulama bölümlerinden oluşmaktadır. Araştırmanın nicel veri analizi, Türkiye İstatistik Kurumu (TÜİK) 2017 yılı Hanehalkı İşgücü Anketi Mikro Veri Seti (HİAMVS) aracılığı ile yapılmıştır. Nitel bulgular ise Denizli ili Kale İlçesi’nde 21 KHÇ ile derinlemesine yüz yüze görüşme tekniği ile elde edilmiştir. TÜİK verilerine göre cinsiyet, yaş, eğitim düzeyi değişkenleri ile kayıt dışı çalışma arasında anlamlı bir ilişki bulunmaktadır. Nicel analiz sonuçlarına göre, KHÇ kadınların kayıt dışılık oranları, KHÇ erkeklere göre daha yüksektir. Nitel analiz sonuçlarına göre ise, KHÇ’nin gelir düzeylerinin düşük ve sosyal güvenlik primlerinin yüksek olması kayıt dışı çalışmayı artıran unsurlardır.
One of the chronic structural problems of the labour market is unregistered work. Unregistered work can become a more complex structure depending on the employment/working conditions of the individual. According to March 2019 Labour Statistics, 67.6% of employees working on their own account are unregistered. In this context, the purpose of the study is to reveal the relationship between the KHC, which constitutes one of the disadvantaged groups in employment, and unregistered work. It consists of work, theory and practice departments. Quantitative data analysis of the study was carried out by the Turkish Statistical Authority (TÜIK) through the 2017 Home People’s Labour Survey Micro Data Set (HIMVS). Qualitative findings were obtained by deep face-to-face contact technique with 21 KHC in the Sea or Castle District. According to the data, there is a meaningful relationship between gender, age, education level variables and unregistered study. According to the results of the Nicel analysis, the rate of registration exclusion in KCH women is higher than in KCH men. According to the results of the quality analysis, the low income levels of the KHC and the high social security premiums are the elements that increase the unregistered work.
