Türkiye, 2003 yılından bu yana sağlık alanında reform niteliği taşıyan bir dönüşüm süreci içerisine girmiştir. Bu çalışmanın amacı, sağlık sistemindeki mevcut durumu 2000 ve 2015 dönemini esas alarak seçilmiş ülke örnekleriyle birlikte karşılaştırmalı olarak incelemektir. Türkiye ile karşılaştırılmak üzere, Roemer, M. (1991) çalışmasında öne sürülen ülkeler sınıflaması baz alınarak refah yönelimli ülkeler kategorisinden Almanya ve Hindistan seçilmiştir. Çalışmada, Türkiye, Almanya ve Hindistan örneğinde hem demografik hem de sağlık verileri göstergelerle sunulmuştur. Temel sağlık göstergelerine ilişkin veriler incelendiğinde 2000-2015 döneminde Türkiye’nin genel sağlık sisteminde ve sağlık göstergelerinde gelişmeler olduğu tespitine varılmıştır. Türkiye, Almanya ile karşılaştırıldığında genel sağlık sistemi ve temel sağlık göstergeleri açısından bu ülke standartlarını yakalayamadığı anlaşılmıştır. Türkiye, Hindistan ile karşılaştırıldığında ise temel sağlık göstergeleri açısından daha iyi standartlara sahip olduğu görülmüştür. Genel bir değerlendirmeyle, Türkiye’nin sağlık sisteminin gelişmiş ülke sağlık sistemleri standardına henüz erişemediği gelişmekte olan ülke sağlık sistemlerine kıyasla ise dahi iyi temel sağlık göstergelerine sahip olduğu kanısına varılmıştır.
Turkey has entered a transformation process in the health sector since 2003. The aim of this study is to compare the current status in the health system based on the 2000 and 2015 periods, along with the samples of the selected countries. In comparison with Turkey, Roemer, M. (1991) was selected by Germany and India from the category of prosperity-oriented countries based on the classification of countries suggested in the study. In the study, in the example of Turkey, Germany and India, both demographic and health data were presented with indicators. When the data on the basic health indicators were examined, it was found that in the period 2000-2015 there were developments in the general health system and health indicators in Turkey. Turkey, compared to Germany, is clear that it is unable to meet the country’s standards in terms of the general health system and the basic health indicators. Turkey, compared to India, has seen better standards in terms of basic health indicators. With a general assessment, it has been found that the health system of Turkey is not yet able to reach the standard of the health systems of the developed countries compared to the health systems of the developing countries, even having good basic health indicators.
As of 2003, Turkey has entered into a reformative process of change in health field. The aim of this study is to examine the current state of the health system in Turkey on the basis of 2000-2015 period in comparison with selected countries. Based on the country classification in Roemer M.’s (1991) study, Germany and India were selected among the welfare-oriented countries to be compared with Turkey. Turkey, India, and Germany are presented with both demographic and health indicators in the study. The data concerning basic health indicators of the period 2000-2015 reveals that there were developments in Turkey’s general health system and health indicators. When compared to Germany, which is a country with a strong health system and high welfare standards, Turkey seems not to have reached the general health system and basic health indicators of that country. However, Turkey has been found out as having better standards in terms of health indicators than India which is described as “bright spot” in the global plan and has the seventh largest economy of the world but lagging behind Germany in terms of economic development level. In the light of the data analyzed, it has been found out that Turkey has not reached the health standards of developed countries while it has better health indicators than the developing ones.
