Abstract:

A number of countries in the globalized world, which are under negative impacts, seek to meet the diversity of public services offered, while also seek to ensure that these transactions are timely, economic and fair. In the local service presentations which the practice of the central governments is predicted, the change in current expectations of citizens in the form of an alternative method and a set of solutions assessed 'privacy' has increased the renewed concrete value. The use of local governments as a service tool is integrated with a local culture established in the efficiency of alternative resources and accountability in accordance with the participation and desires of citizens. The expansion and growth of participation, along with the satisfaction and continuity of the needs of citizens, is directly related to the effective identification of the areas of customization to be created in the local area, with the possibilities and capabilities of local governments to be able to them, with the extension or increase of their influence from a set of work titles. The main subject of the research is the fact that the concept of local customization becomes a solution tool, the solution of the problem of participation and the integrated implementation of democratic values on the appropriate ground. The main objective of the study is to explore the relationship of privatizations in local governments that diversify current local work areas with the permanent characteristics of democracy in participating actions in this multi-dimensional environment. In the study, the method of research was used. As a result, the two key topics that governments living within the limits identified in the countries and local governments which are influenced by global developments are the efforts to provide democracy and legal resources. In addition to the postmodern governance principles expected by citizens, these titles are different from the central governance but more effective, necessity-oriented and uninterrupted. In the meeting of multiple public services, the support of citizens by local governments will be more human and economic. In contrast, it is also clear that the central government will be a secondary power in developing local democracy and economic resources. Therefore, in the matter of the privatization of local governments there is a need for great intimity in the event that local participation occurs together with local democracy.
