On sekizinci yüzyıl sonlarında sömürgecilik karşıtı fikirlerle kurulan ABD, on dokuzuncu yüzyıl sona ererken kendi ana karası dışında ele geçirdiği topraklarla birlikte sömürgeci bir devlet haline geldi. ABD ele geçirdiği topraklarda kendinden önceki sömürgecilerden farklı bir yöntem izleyerek, sömürgelerindeki insanların dini inançlarına, geleneklerine saygılı davranmaya çalıştı. Okullar, hastaneler, hayır kurumları açtı, işsizlere iş verdi. Ama ABD’nin İspanya’dan ele geçirdiği Filipinler’de, Mindanao adasında yaşayan ve Moro diye adlandırılan Müslüman halk, ABD’nin de kendilerine İspanya gibi davranmaya devam edeceği kaygısıyla bu yeni efendilerine boyun eğmeyip, onlara karşı da direnişi seçti. ABD çıkarlarının Moroları kazanmaktan ve bunun yolunun da onlara dinlerini doğru öğretmekten geçtiğine inanan ABD Filipin Zamboanga Valisi John P. Finley 1913 başlarında bu konuda hükümetini ikna etmeyi başardı. Moroların dini liderlerinden daha önceden aldığı bir mektupla İstanbul’un yolunu tuttu. Amaç Osmanlı Devleti’nden destek alıp Halifenin bölgeye görevlendireceği bir din görevlisinin yardımıyla, Moro halkının ABD egemenliğini kabul etmesini sağlamaktı. Bu çalışma ABD Filipin Zamboanga Valisi John P. Finley’nin Moro halkı adına ve “Filipin Ahali-i İslamiyesi Vekil-i Mutlakı” sıfatıyla İstanbul’a gelerek Osmanlı Devleti’nden bölgeye bir din görevlisinin gönderilmesini talep etmesi, yanı sıra bu talebin kabul edilmesi üzerine Seyit Mehmet Vecih Efendi’nin, “Şey-ül İslam Vekili sıfatıyla” Filipinler’e gönderilmesini konu edinmektedir. Araştırma Başbakanlık Osmanlı Arşivi belgeleri, Mehmet Vecih Efendi’nin Filipinler’deki izlenimleri ve Filipinler’den gönderdiği mektuplarını yayınlayan Tasvir-i Efkâr gazetesi koleksiyonuna dayanarak hazırlanmıştır.
The United States, founded in the late eighteenth century with anti-colonial ideas, became a colonial state with the territories it acquired from outside of its mainland at the end of the nineteenth century. The United States has tried to treat the religious beliefs and traditions respectfully to its people in its colonies by following a method different from the previous colonists in the territories it seized. The United States opened schools, hospitals, charities and gave jobs to the unemployed. But in the Philippines, where The United States seized from Spain, the Muslim people who lived in Mindanao and called Moro, did not submit to these new masters and resisted them with the concern that the United States would continue to treat them just like Spain. The United States interests can be achieved by winning Moros and the only way to this is winning them with religion, John P. Finley managed to convince his government in early 1913. He went to Istanbul with a letter from Morean religious leaders he had received earlier. The aim was to get support from the Ottoman State and help the people of Moro to accept The United States sovereignty, with the help of a religious officer. This work is about John P. Finley The United States’s governor of Zamboanga coming to Istanbul with a duty entitled “Philippines Muslim People Deputy Absolute” and requesting a religious officer to the province which has been accepted. And the government is sending Seyit Mehmet Vecih Efendi to Philippines. This research was based on the collection of the Prime Minister’s Ottoman Archive, a collection of the newspaper Tasvir-i Efkâr, which published Mehmet Vecih Efendi’s impressions in the Philippines and his letters from the Philippines.
