Abstract:

The aim of this study is to review the reflections of New Public Management (NPM) approach in Turkey, of which application field has expanded all over the world since the 1980’ies, by examining government programs. It is aimed to determine how often and how the basic principles and elements of the NPM approach are included in the government programs prepared after the 43rd Government Program , by means of Qualitative Analysis Program MAXQDA11. Findings obtained indicate that the most frequently-used notions are the concepts toward the field of economics such as efficiency/effectiveness, regulation/arrangement, competition, productivity, quality, private sector, privatization, deregulation, participative democracy/participative management/governance and transparency. Service-provision and management-related notions, such as citizen-oriented and resultoriented service, specialization and flexible employment are used more often after the 60th Government Program. It is observed that there has been usually an increasing inclination of the frequency and total number of these notions starting from the first program until the last one today. As a result, it might be claimed that the basic principles and elements of the NPM approach have been also included in a considerable extent in the government programs in addition to legislative regulations and application-oriented studies
