Abstract:

Today, health services need to be provided in a quality, accessible, sustainable and fair manner with the low resources available along with increasing costs. This requires effective and efficient management with a professional management understanding. The success of the planning function, which is the first stage of management, will also affect the other functions of management. In the rapidly changing environmental conditions of the health sector, low-cost, accessible and high-quality healthcare services are presented in the leadership of health institutions. The management of health institutions can be expressed as the whole of the activities in which planning, organization, execution, coordination and control functions are systematically and consciously implemented while achieving the objectives of health institutions in an economic, efficient and effective way. In the quality, fast, accessible, effective and fair presentation of health services, the existing capacity of the investments to be made in health institutions and new health investments should be identified in accordance with the needs, and efficient use should be guaranteed without causing waste of capacity and resources. In this regard, health planning is one of the topics that should be carefully addressed. Healthcare planning is a fundamental component of the health system and is an instrument used by decision makers along with other policy tools. Establishment of planning targets in line with the objectives of the general health system can contribute to effective planning.
