Abstract:

Based on school effectiveness, the developmental needs of the school are determined by the efforts to effectively, improve and strengthen the internal and external elements of the school aimed at achieving educational and teaching objectives in the school. The main objective of this research is to determine the views of school managers on the elements that prevent the effectiveness of schools. The research has been carried out in a comprehensive multi-situation pattern from the situation study patterns. The maximum diversity is determined by the sample method, which is one of the sampling methods for the purpose of the work group. For this purpose, in the 2020-2021 educational year, 7 school directors working at the high school stage in Kocaeli or Kartepe district have formed the research work group. The group identified in accordance with the principle of volunteering was applied a semi-structured interview form developed by the researcher. Then open questions are prepared. Experts have received opinions on the suitability of the questions to the participating group. As a result of criticism and recommendations from the experts, the final form was applied to the participants. In the analysis of data, the quality data analysis techniques have been used by the visual analysis and content analysis techniques. The data subject to content analysis is organized by the researcher and interpreted by linking themes. Themes are created using the method of creating categories. The study found that obstacles to the educational system, obstacles to the professional development, obstacles to the management factors, obstacles to the teacher, obstacles to the student, obstacles to the nature of teaching and learning, obstacles to the school environment and obstacles to the family, environment and physical capacity. The codes most expressed in these subjects are the intensive and result-oriented programming, the non-incentive of the employee, the unfairness in equal opportunity, the professional exhaust, the lack of career opportunities, the professional insufficiency, the comfort of professional security, the authority attitude, the negative trends, the impairment of change and development, the exhaust, the ineffective class management skills, the resistance to innovation and change, the lack of knowledge and skills in advance, the lack of school value, the lack of social, cultural and sports activities, the system of winning-based assessment, the unhappy and unhappy environment, the rumor and the rumor, the unhappy practices, the unhappy and unhappy communication, the unhappy and unhappy education, the unhappy and unhappy education, the unhappy and unhappy education, the unhappy and unhappy As a result of the research, school managers are trying to make the school effective; the educational system in a very different and complex structure, a variety of socio-cultural and economic characteristics, political and social expectations to be met, physical and equipment needs are faced as obstacles to be dealt with.
