This article deals with the social factors at formation of the state and the sovereignty concepts in the history, and foundations of sovereignty at Gokturk Empire which used Turk name as a political nationality. As a result of this study a hypothesis was developed which says that every political power emerges because of a humanistic requirement, and a result of people’s longings and their experiences. This power gains legitimacy with values of society which indicatives “the common good” like a religion. These values are rationalities of the society at first but with the passage of time they undergo degeneration. After this point the power begins to create some mythological stories to legitimate it’s sovereignty.
