This study was written with the aim of examining the relations of the Central Asian-Caucasian countries, which gained independence after the collapse of the Soviet Union, with Turkey. The multidimensionality of bilateral relations will be tried to be conveyed through the activities of institutions and new initiatives. For this reason, by going through the examples of Kazakhstan and Azerbaijan, it will be proceeded with the aim of making a foreign policy analysis on the effects of the Russian Federation on these two countries and the effect of the geographical proximity of these countries with Turkey on the development of bilateral relations. In addition, some analyzes will be made on the foreign policy that Turkey followed between the years 1991-2000, and then the effects of the formations established especially in 2000 and after, and the transportation and infrastructure developments on the relations will be examined.
