It is known that thousands of material damaged traffic accident and hundreds of injured traffic accidents happen every year in our country. Social traumas and economic losses caused by traffic accidents appear to have a terribly negative impact on human capital and physical capital of our country. It is obvious that it will be necessary to look for factors that bring traffic accidents to the point where all the elements that bring the transportation system to the stage have not been solved by the integrated system approach. Many factors, such as the weak integration of transport systems in different modes, the high cost of transportation standards, the education of human capital and the age of the vehicle park, the business associations of the market makers and the legislator, and the awareness of the people-organizations, are the reasons why and why the traffic accidents . The vast majority of traffic accidents are referred to as "Driver's Fault" in judicial records. The driver's fault is a legal consequence of not being able to fulfill the obligations of the people. The driver is being questioned after the occurrence of traffic accidents. The driver is confronted as a legal consequence of the absence of assignments / duties assigned to persons. However, it is seen today that not only in our country but also in the whole world, serious work has been done about how the driver obtained the driving qualification and how realistic the procedures are implemented when he receives it. It is foreseen that there will be realistic approaches, clear definitions and procedures to be established in the process of taking driver's license, serious reductions in traffic accidents that will reduce the frequency of traffic accidents, thus reducing financial losses and, most importantly, leading to social trauma and injuries. In this study, we tried to compare the qualifications of driver's license under the basic parameters such as mental and physical health and age with the same procedural studies in other countries, and tried to make awareness about how important it is to prevent traffic accidents together with other factors.
