In this study it was aimed to determine opinions and suggestions of school principals on decisions taken at 19. National Education Council and legislation no.29026 about appointment and evaluation of school principals. The study was designed by using case study method, one of the qualitative study methods. The participants of study consisted of 11 school principals and vice principals. Data, collected with semi-structured interviews, were analyzed with content-analysis method. Results of the study showed that the participant school principals criticize legislation no.29026 by indicating that does not include an objective appointment system and clear evaluation criteria. On the other hand, principals evaluated the decisions taken at 19. National Education Council positively because these decisions emphasize merit and process evaluation but they stated that evaluation criteria should be clearer and more objective.
