Özet Kamusal kararlara katılım, Bilgi ve İletişim Teknolojileri (BİT) ile farklı bir boyut kazanmıştır. E-katılım denen bu olgu ile devlet ve onun kurumları tarafından vatandaşlar, kamu politikasına ilişkin konularda daha görünür hale getirilmeye çalışılmıştır. Bu amaçla da kurumların resmi sitelerinden sunulan e-katılım araçları, devlet ve vatandaş arasındaki etkileşimde, köprü görevini üstlenmiştir. Bu çalışmanın amacı da kamu politikalarının belirlenmesinde asli görevler üstlenen Türk kamu yönetimindeki bakanlıkların, kurumsal resmi web sitelerindeki e-katılım araçlarını tespit ederek, merkezi düzeyde ne derece e-katılım sağlandığına yönelik bir analiz yapmaktır. Bakanlıklardaki e-katılım düzeyini tespit etmek amacıyla kurumların resmi web sitelerinden yapılan araştırma sonucunda e-katılım düzeyi bilinçlenme ve simgesel katılımdan öteye geçmemektedir. Bir başka deyişle, bakanlıklarda politikalara yönelik bilgilendirme üst düzeyde yapılmaktayken, simgesel iletişim dışında, vatandaşı, karar alma sürecinin bir parçası olduğunu garanti altına alacak bir çaba görülmemektedir. With this phenomenon called e-participation, the state and its institutions have tried to make citizens more visible on issues related to public policy. For this purpose, e-participation tools offered from the official websites of the institutions have served as a bridge in the interaction between the state and the citizen. The aim of this study is to analyze the level of e-participation at the central level by identifying the e-participation tools on the official websites of the Turkish public administration ministries.. As a result of the research, it was determined that the level of e-participation in ministries did not go beyond awareness and symbolic participation. In other words, while policy information is well done in ministries, there is no effort to ensure that citizens are part of the decision-making process, except for symbolic communication.
