Balanced Scorecard (BSC) is a management system which brings together knowledge, talent and energy of employees in an organization to achieve long term strategic objectives. BSC is also, in the broadest sense, a tool to follow the performance of the whole organization. BSc helps organizations monitor their performance in terms of financial, customer, organizational processes and learning and development and shows what they need to do for improvement. Defense planning is a framework concept that includes the creation of strategies and policies at the national level, the development of defense programs, and the preparation of action plans to be implemented during times of peace and crisis. In this study, the use of balanced scorecard for the national defense planning as a strategic management tool is discussed and a model is proposed.
