Modern state controls many of its diverse functions via centralized bureaucratic structures. Therefore, bureaucratic structures are a must for modern state. However, problems of democracy and bureaucratic structures, which are nourished from many diverse values, are mostly neglected. In other words, this compulsory relationship has not been rational as projected especially in underdeveloped and developing countries. For this reason, the problems of bureaucratic structures in history of Turkish democracy are no different. The fact that bureaucracies have no alternative is at the centre of these problems. Bureaucracy that has become a government style around two powerful sources like professional expertise and institutional ideology, and democracy’s need of this bureaucracy to be able to run, have caused many dilemmas
