Özet:

The parliamentary government system adopted by the 1961 Constitution was abandoned with the constitutional amendment made in Turkey on April 16, 2017 and the elections held on June 24, 2018, and a new government model called the Presidential government system, which prioritizes the executive among the forces, was adopted. In accordance with the nature of the government system, the Law on Basic Provisions of Elections and Electoral Registers and Law No. 7102 of 13 March 2018 and the Law on Amending Certain Laws have been amended, allowing political parties to participate in the elections by forming alliances. The aim of this research is to reveal the voter perception towards the Presidential government system and to determine the effect of political parties' participation in the elections by forming alliances on the voting behavior of the voters. For this purpose, field research was carried out in the city center of Kütahya, and the survey method, which is one of the descriptive and quantitative research methods, was applied in the research. Considering the findings obtained within the scope of the research, 44.4% of the participants evaluate the Presidential government system as the most appropriate management system for Turkey, while 84.4% support the election of the president by the people. In addition, 39.4% of the participants support their own party's candidate and alliance candidate due to alliances between political parties.
