Sağlık sektörünün iyileştirilmesine ve toplumların sağlık düzeylerini yükseltmeye yönelik programlar üretilerek, çalışmaların uluslararası bir platformda yürütülmesi ve eşgüdümün sağlanması amacıyla kurulan Dünya Sağlık Örgütü (DSÖ); süreç içerisinde sorunların sağlık dışındaki sektörler ve sivil toplum örgütlerinin de katılımı, yerel ve ulusal sağlık politikaları ile çözümlenebileceği görüşünü benimsemiştir. DSÖ’nün belirli dönemlerde gerçekleştirdiği toplantılarda alınan kararlar ile sağlık sorunlarına yönelik politikalar belirlenmiş ve uygulamalar yapılmıştır. Eşitlik, yoksulluk, insan hakları gibi sosyal sorunların gündeme gelmesini takiben, 1977 yılında Cenevre’de gerçekleştirilen Dünya Sağlık Asamblesi’nde görüşülen “Herkes İçin Sağlık” stratejisi ile ülke içinde ve ülkelerarası eşitsizliklerin giderilmesi, sağlık hizmet sunumunun yaygınlaştırılması ve ülkelerin izleyecekleri politikaları belirlemesi gerektiği vurgulanmıştır. Günümüzde insanların yaşamlarını büyük oranda kentlerde, doğal çevreden uzak ve yapılarda geçirmesi, hızlı kentleşme ve kırsal alandan kente göçlerle artan nüfusun sınırlı kaynakları tüketmesi, atıklar ile fiziksel çevrenin geri dönüşü olmayacak biçimde kirlenmesi yaşanılan çevrenin toplum sağlığını önemli ölçüde etkilediğinin anlaşılmasını sağlamıştır. Herkes İçin Sağlık stratejisi; uygulanan sağlık politikalarının gözden geçirilerek geliştirilmesine, yaşanabilir ve sağlıklı çevrelerin önemsenmesine ve sağlıklı kent kavramının doğmasına zemin hazırlamıştır. 1987 yılında DSÖ tarafından sağlıklı kentler geliştirmek, kentler arasında işbirliği ile kentte yaşayanların fiziksel, psikolojik ve çevresel konforlarını arttırmak ve daha fazla kenti yaşanabilir ve sağlıklı kılmak amacıyla “Sağlıklı Kentler Projesi” başlatılmıştır. Yerel ve küresel ölçekte oluşturulacak politika ve uygulamalar ile fiziksel çevre ve toplum sağlığının korunması, kentli nüfus içerisinde eşitlik ilkesi ile herkese sağlıklı ve nitelikli fiziksel çevre sunulmasını hedefleyen proje; giderek artan üye sayısı, büyüyen bir iletişim ağı ile sağlık çalışmaları arasında önemli bir yer tutmaktadır. Bu çalışmanın amacı DSÖ’nün çalışmaları çerçevesinde Herkes İçin Sağlık stratejisi ile gündeme gelen Sağlıklı Kentler Projesi ve Sağlıklı Kent kavramı ile kent ve sağlık ilişkisinin sorgulandığı toplantılarda alınan kararları irdelemek, sağlıklı kentler kavramı ve sağlıklı, yaşanabilir fiziksel çevreler oluşturularak kentsel yaşam kalitesinin arttırılmasında mimarın rolünü tartışmaktır.
The World Health Organization (WHO), established with the aim of improving the health sector and improving the health levels of communities, to carry out the work on an international platform and to ensure coherence, has adopted the view that the problems in the process can be resolved by the participation of non-health sectors and civil society organizations, local and national health policies. Decisions taken in the meetings of the DSO in certain periods and policies on health issues have been determined and implemented. Following the emergence of social issues such as equality, poverty, human rights, the World Health Assembly, which was discussed in 1977 in Geneva, emphasized the need to address inequalities within the country and across the country, spread the provision of health services and determine the policies that the countries will follow. Today, the people spend their lives largely in cities, away from the natural environment and in structures, the rapid urbanization and the increasing population's immigration to the city with limited resources consumption, the contamination of waste and the physical environment in a way that will not return has made it clear that the environment experienced has a significant impact on the public health. The Health Strategy for Everyone has prepared the ground for the review and development of implemented health policies, the importance of living and healthy environments and the birth of the concept of a healthy city. In 1987 the DSO launched the "Healthy Cities Project" with the aim of developing healthy cities, cooperating between cities and improving the physical, psychological and environmental comfort of the people living in the city and making more cities lively and healthy. The project aims to create policies and practices to be set up on a local and global scale and to protect the physical environment and the health of the community, the principle of equality within the urban population and the provision of a healthy and qualified physical environment for all; the increasing number of members, a growing network of communication and health studies hold an important place. The aim of this study is to discuss the decisions taken in the meetings where the Healthy Cities Project and the Healthy City Concept are discussed, the concept of healthy cities and the role of the architect in improving the quality of urban life by creating healthy, viable physical environments.
