19.th century is an important period of time within the context of inter-governmental relations and European policy. In this century, Ottoman State followed a balance policy in its relationships with European States as a result of the bureaucratic contacts. Within the framework of this balance policy which Ottoman employed against the European states, it had to capitulate from time to time. During this process, the acquisitions of the UK, France and Russia from Ottoman continued until the emerging of Germany in the process of history after it completed its association in 1871. Germany which fell behind in the war of colony when compared to the other rivals employed a different strategy and established affiliation and close relationships with Ottoman State on the way to become a world power (Weltmacht). When Wilhelm the 2.nd, German Emperor, ascended the throne; the intimacy between Ottoman and Germany acquired a different dimension. The German Emperor who established a close relationship with Abdulhamid the 2.nd, Ottoman Sultan visited İstanbul twice in nine years (in 1889 and 1898). The second trip of German Emperor Wilhelm the 2.nd which started on October the 13 1898 and lasted about a month not only included İstanbul but also Jerusalem, Beirut and Damascus. In a sense, the German Emperor who started the final crusade under the control of the Muslim Ottoman State set off for Jerusalem in the expression of a crusader through making references to the crusades conducted by his ancestors and whole world kept a close eye. He arrived at the doors of Jerusalem on horse in order to cherish the memory of his ancestors and experience that pleasure. Wilhelm the 2.nd of the Protestant Church who turned this travel he conducted under the protection of Ottoman State into a crusade formally opened the Church of Jesus-the Church of Redeemer (Erlöserkirche) in Jerusalem on a land donated by the Abdulaziz the Sultan and funded by German capital. He also donated the Final Resting Place of the Virgin (La Dormition de la Sainte Vierge) located in Jerusalem and given to Germans as a present by Ottoman State; he aimed to give the impression of he was the emperor of all the Christians. Afterwards, the Emperor left Jerusalem and traveled to Beirut and Damascus. He gave a bronze crown to the tomb of Selahaddin Eyyubi in Damascus and made his famous speech there announcing he was the friend of 300 million Muslims all over the world. Thus, his travel to Jerusalem which contains messages towards divine religions created a perception of a modern crusade in the world public opinion.
