The international migration phenomenon is today one of the most important agenda elements of the whole world and especially of Europe, and is one of the important issues that must be addressed in international cooperation. Political-social-economic and demographic factors between the two countries, as well as cultural and historical connections between the two countries, affect immigration flows. In this context, immigration movements need to be regulated by a series of policies and laws. As refugees fleeing the environment of international society, conflict and instability to other countries are far from presenting social, economic and, above all, human rights-protecting reconciliation policies, in recent years the global dimension of migration has become a crisis. The EU’s immigration policies are also influenced by political, economic and political events and are formed under these conditions. Although the EU Member States are continuously working on the creation of common immigration policies, the political and economic interests of each country are different, it prevents the creation of clear common immigration policies and narrows the framework of common immigration policies. First, with the Arab Spring starting in Tunisia, the EU member states against the strong immigration pressure from their Middle East countries and especially from Syria in recent periods, by violating the provisions of the Schengen Treaty, drawing the wire to their borders, and attempting to return refugees can be shown as an example of this situation. In this regard, the study focuses on the international immigration phenomenon and in this context on joint immigration policies with the EU and other third countries from a historic and critical perspective. The phenomenon of international migration constitutes one of the most important agenda items of the world, especially Europe, and is one of the important issues that need to be resolved with international cooperation. Political-social-economic and demographic factors, as well as cultural and historical connections between the two countries affect migration flows. In this context, migration movements should be regulated by a number of policies and laws. The phenomenon of immigration, which has taken a global dimension in recent years, has turned into a crisis. The international community is far from putting forward conciliatory policies that protect the social, economic and above all human rights of refugees who take refuge in other countries by escaping from the environment of conflict and instability in their country. European Union migration policies are also affected by economic and political events and shaped within these conditions. Although the EU member states constantly work in an effort to create common migration policies, the different political and economic interests of each country prevent the formation of clear common policies on migration and narrow the framework of common migration policies. With the Arab Spring that first started in Tunisia, the EU member countries tried to send refugees back by violating the provisions of the Schengen agreement and pulling a wire fence on their borders against immigration pressure from the Middle East countries and especially from Syria. So the study focuses on the phenomenon of international migration and, in this context, common migration policies in the EU and other third countries from a historical and critical perspective.
