Government agencies and civil society organizations works available in order to protect world’s heritage. One of that works is sustainable development model(meets the needs of the present without compromising the ability of future generations to meet their own needs)which is applied by T.R. Ministry of Development. As stated in the Johannesburg Declaration, in order to minimize adverse effects on the environment and improve resource efficiency, it must be prevent and minimize waste and maximize reuse, recycling and use of environmentally friendly alternative materials, with the participation of government authorities and all stakeholders. In waste management approach, wastes, which will be a part of production process, can be used substitution of original raw materials. In cement industry production process, wastes can be used raw material, alternative fuel. Co-‐processing alternative fuels provides a solution in terms of reducing fossil fuel dependency as well as a contribution towards a lowering of emissions (CEMBUREAU,2009). Using waste raises the problem of waste collection,storage and transportation to production facility.In Turkey, some of municipalities invest biological waste water treatment and municipal solid waste processing facility, whereas they are not enough, and for that reason some cement factories try to overcome the problems with negotiation of local authorities (Engin etal., 2013). In this study, we aim to solve the problem of where could be the waste collection centers(which can be collect the waste in countries and distribute the cement factories which producing clinker)in reverse logistics network by using a mathematical model with objective function of cost(distance) minimization.
