Along with the widespread use of information and communication technologies nowadays, the fact that practices of e-participation and e-democracy spread in the same direction in the relatively developed countries makes these practices an increasingly used tool in recent years. The aim of this study include a case study in the scale of the Konya Metropolitan Municipality personnel on the practices of estimated e-democracy and e-participation based on information communication technologies in order to provide efficiency of participation to the management. Firstly in the study, the theoretical framework related to e-participation and e-democracy is pointed out. Second, the views and perception of the 205 personnel, who belong to the local government unit which forms the sample of the research, on e-democracy and e-participation are communicated and evaluated. Survey method is used as a method of data collection for the section based on case-study research of the study. The data that is collected as a result of the survey study is analyzed in SPSS program. Together with descriptive statistical analysis of the data, in order to determine whether perceptions related to e-democracy and e-participation areas differ or not, one-way Anova test for occupational status are used. As a result of the findings of this case study, it is seen that the personnel in question views the e-democracy and e-participation practices as a participation tool and that these practices of dissemination have need to be spread. Moreover, it is understood that there is a necessity for the mechanisms that enable the citizens to participate electronically in the formation of the management strategies.
