Land Distribution Law, which was designed in one-party man agement and started to be discussed in the parliament, caused great discussions. Discussions after the law negotiations gave birth to an opposition wing in the Republican People's Party, which enabled for the third time the experience of multi-party politics in Turkish political life. This law, which was laid down by the promise of giving land to the land less peasantry, was particularly criticized by large land owned members of parliament and the oppositi on law makers, who opposed the legislation, cast their opposition openly in the Assembly by rejecting the Budget Law. “Memorandum of the Four” was presented by Adnan Menderes, Celal Bayar, Refik Koraltan ve Fuat Köprülü, believing that the acquisition of the function of democracy would be possible with multi-party political life. Opponents who were expelled from the party in this political environment opened a new page in parliamentary history with the establishment of the Democratic Party in 1946. The formation of the Democrat Party, which has an important place in Turkish political life, is based on the process of the Land Distribution Law. In this respect, the parliamentary speeches of the period were analyzed with out ignoring the environment of the period politics. In this analysis process, archival documents and journal records belonging to the term, articles, thesis and books written about the subject created the instruments of the study.
