At all times, the success of the public administration depends on the successful management of the human resources employed in the public sector. Therefore, providing, training and development of effective human resources and use of them in the most effective and efficient way in line with institutional objectives is always one of the most current problems of public administrations. As other countries, in Turkey, different legal arrangements have been taken in this regard and some radical reform efforts have been undertaken. However, because of the rapid changes that have taken place in today's changing world and in the understanding and perception of public administration, the regulations have been inadequate. Certainly, there are many structural and functional reasons of it. As all these reasons will be very comprehensive, in this study, the issue will be addressed in the framework of the Five-Year Development Plans, and the basic dimensions of development plans related to human resource management will be analyzed comparatively. In addition, in parallel to the changing public administration understanding in the world, some proposals will be developed for the current problems in the management of human resources in our country.
