There was no legal regulation which regards to plagiarism, a type of ethical violations and ethical violations, other than Act Number 5846. Therefore, the punishment to be established about a public servant or an academician who has committed plagiarism has been the subject of debate. Even after a decision of the Council of State, plagiarism acts committed before 2014 became unpunished. By December 2016, the enactment of the Law on Higher Education brought ethical violations and plagiarism into law, even though this regulation had its deficiencies, at least the sanctions for ethical violations were determined. With this amendment, it was decided that ethics violations are what they are. It should also be noted that these regulations cannot be said to be sufficient, although pleasing. Which acts are ethical violations and are not in proportion to the extent that they are understood without the enforcement of the envisaged measures in respect of these violations. In this article, the implications of current regulations regarding ethical violations and the conclusions that can be drawn from administrative judgments regarding ethical violations have been assessed.
