Özet:

History shows us that, almost all the successful countries in the early stages of their development, they use a mixture of protectionism, subsidies and regulations for the purpose of developing economies. Britain and the United States have adopted free trade only when they have taken the technological leadership against their rivals behind high and long-term customs barriers. In this study, The liberalization policies that started with Gorbachev were analyzed under different headings. It is analyzed that How the Soviets removed their protectionist policies by liberalization policies. As a result of the Soviet liberalization policies, it is concluded that neoliberal economic policies have expanded in the world. The ownership structure of the Soviet economic system was under state control.Therefore,the liberalization policies and the disadvantages of state property have been put forward in the Soviet Union.  Socialist countries in the Soviet dominance, it has been tried to examine in detail how to establish free market conditions since 1980.  It is presented in the Soviets that these liberalization policies have not taken place in the economies of developed countries for a long time.  It is mentioned that There are significant differences between the Soviets what they want their application and the policies implemented by developed countries. Descriptive study method was used in the study.
