Abstract:

Bu çalışmanın amacı okul müdürlerinin stratejik planlamaya ilişkin görüşlerini belirlemektir. Bu çalışmada nitel bir araştırma tekniği olan fenomenoloji deseni kullanılmıştır. Çalışmada, nitel araştırma metodolojilerinde sıklıkla kullanılan amaçlı örnekleme biçimlerinden biri olan ölçüt örnekleme metodolojisi kullanılmıştır. Araştırma 11 katılımcı ile yürütülmüştür. 4 açık uçlu sorudan oluşan yarı yapılandırılmış görüşme soruları ile veriler toplanmıştır. Veri toplama teknolojileri kullanılarak toplanan bilgiler betimsel analiz ve yorumlayıcı fenomenolojik analiz metodolojileri kullanılarak analiz edilmiştir. Araştırmadan elde edilen sonuçlara göre katılımcılar stratejik planlamanın değişimi gözlemlemeyi kolaylaştırarak, fayda ve sakıncaları tartmayı ve o yönde ilerlemeyi kolaylaştırdığını ifade etmişlerdir. Stratejik planlama mevcut durumu değerlendirerek önlem almak ve kaynakları en iyi şekilde kullanmak için avantajlıdır, bu yüzden hayati önem taşır. Katılımcılar, stratejik planlama sırasında en sık karşılaştıkları sorunların personel direnci, değişim ve büyümeye karşı direnç, kâğıt üzerindeki karmaşık iş ve süreçlerin fazlalığı, diğer okulların planlarının taklit edilmesi ve paydaş katılımının yetersizliği olduğunu belirtmiştir

Abstract:

The aim of this study is to identify the views of school managers on strategic planning. In this study, a phenomenological design, which is a qualitative research technique, was used. In the study, the standard sampling methodology was used, which is one of the forms of target sampling commonly used in the quality research methodologies. The study was conducted with 11 participants. The data was collected with semi-configured interview questions consisting of 4 open end questions. Information collected using data collection technologies was analyzed using visual analysis and interpretative phenomenological analysis methodologies. According to the results of the study, participants said that strategic planning facilitated the observation of change, facilitated the discussion of benefits and disadvantages and facilitated the progress in that direction. Strategic planning is advantageous to take measures by evaluating the current situation and to make the best use of resources, so it is vital. Participants pointed out that the most common problems they encounter during strategic planning are staff resistance, change and growth resistance, excess of complex work and processes on paper, the imitation of other schools’ plans and the lack of stakeholders’ participation.

Criterion sampling methodology, which is one of the purposeful sampling types frequently used in qualitative research methodologies, was used in the study. The study was conducted with 11 participants. Data were collected through semi-structured interview questions consisting of 4 open-ended questions. The information collected using data collection technologies was analyzed using descriptive analysis and interpretative phenomenological analysis methodologies. According to the results obtained from the research, the participants stated that strategic planning facilitates observing change, weighing the benefits and drawbacks and moving in that direction. Strategic planning is advantageous for assessing the current situation, taking measures and making the best use of resources, which is why it is vital. Participants reported that the most common problems they encountered during strategic planning were staff resistance, resistance to change and growth, too many complex tasks and processes on paper, imitation of other schools' plans, and lack of stakeholder involvement.
