Bilgi teknolojilerinin kullanımı, yerel yönetimler için yurttaş katılımı ve toplumla etkileşim için inisiyatifleri ve araçları artırma açısından yeni bir pencere açmıştır. Belediyelerin vatandaşlarla elektronik/dijital etkileşimi öncelikle o yerin nüfus büyüklüğü ama daha çok belediye başkanına bağlı olarak farklılık gösterebilir. Yerel yönetimlerde halkın yönetime dahil olması için şeffaf yönetim anlayışına ihtiyaç duyulmaktadır. Yerel yönetimlerdeki yönetimin etkin olması, verimli olması, nitelikli olması, şeffaf ve ayrıca hesap verebilir olması katılım açısından oldukça önemli unsurlardır. Teknolojisinin gelişimi ile birlikte yerel yönetimlerde kullanılan yeni iletişim teknolojilerinin yurttaş katılımı konusunda oldukça büyük bir payı ve önemi bulunmaktadır.
Çalışma ile yerel yönetimlerde kullanılmaya başlanan yeni iletişim teknolojilerinin yurttaş katılımı üzerindeki etkisini ele alan literatürün ortaya konulması amaçlanmaktadır. Amaç, belediyelerin dijital medyayı kullanım boyutunun katılım süreçlerine, kanallarına ve belediye yönetim modeline etkisinin ortaya konulmasıdır. Yurttaş katılımını ve etkileşimini geliştirmeye yönelik girişimleri incelemektir.
The use of information technologies has opened a new window in terms of increasing initiatives and tools for citizens’ participation and interaction with the community for local governments. The electronic/digital interaction of municipalities with citizens may vary primarily depending on the population size of that place but more depending on the mayor. In local governments, a transparent understanding of governance is needed to involve the people in the administration. The effectiveness, efficiency, qualification, transparency and accountability of local governments are very important elements in terms of participation. With the development of its technology, the new communication technologies used in local governments have a considerable share and importance in the participation of citizens.
The aim of the study is to reveal the literature that discusses the impact of new communication technologies that have begun to be used in local governments on citizens' participation. The objective is to reveal the impact of the extent of the use of digital media by municipalities on the participation processes, channels and the model of municipal administration. Study efforts to improve citizens’ participation and interaction.
