Yüzyıllardır uygarlık, bilgi ve toplu yaşam merkezi olan şehirler; özellikle 19. yüzyılın sonlarından itibaren ekonomik, sosyal ve politik etmenlerden etkilenmiş ve değişime uğramıştır. Şehirlerin geçmiş nesillerden devralınıp, kaliteli bir yaşam tarzı sunmaları ve gelecek nesillere de kullanılabilir şekilde teslim edilmesi önem arz etmektedir. Bu ise şehirlerin inşasının ve yönetiminin insan ve çevre odaklı olmak üzere köklü değişim ve dönüşümünü gerektirmektedir. Özellikle fazla göç alan, hızlı büyüyen ve plansız gelişmelere maruz kalan şehirler günümüzde kronik problemlerle karşı karşıyadır. Altyapı, üstyapı, ulaşım, iletişim, eğitim, sağlık gibi temel konularda ihtiyaçlar hızla büyümekte ve hizmet arzının çok üzerinde bir seyir izlenmektedir. Bu nedenle geleneksel sorun çözme yöntemlerinin dışında yeni arayışlar söz konusu olmaktadır. Bu gelişmelerle birlikte teknoloji alanında yaşanan hızlı değişimler ve ortaya çıkan gelişmeler; şehir problemlerinin teknoloji ve inovasyon temelli bir yaklaşımla ele alınarak daha kesin ve hızlı çözümler üretebilmesine imkân vermektedir. Bu çalışmada 21. YY’ın en önemli gündem maddelerinden biri olan “Akıllı Şehir Konsepti” üzerine durulmuş ve şehir yönetim unsurları bu kapsamda incelenmiştir. Çalışma kapsamında incelenen şehir yönetim örneklerinde yerel yönetimler ile sağlanan güçlü iş birliklerine değinilmiş ve akıllı şehirlerin oluşturulması, yüksek yaşam standartlarının sağlanması ve güçlü ekonomilerin yaratılması üzerine durulmuştur.
Cities have been the heart of civilization, knowledge and collective life for centuries. From the end of the 19th century onwards, they have been affected and transformed by economic, social, and political conditions. It is important that the cities are taken over from past generations, and that they offer a quality lifestyle and are delivered to future generations accordingly. This requires a radical change and transformation of the construction and management of cities, both in social and environmental terms. Especially the cities that have been growing rapidly due to immigration and the cities that have been exposed to unplanned progress now face chronic problems. The basic needs such as infrastructure, transportation, communication, education, and health are rapidly growing at levels much higher than the service supply. Therefore, there emerged a search for new ways other than the traditional problem-solving methods. In addition to these developments, rapid changes and developments in technology make it possible to have more accurate and fast solutions to the city problems by using technology and innovation-based perspectives. In this study, the "Smart City Concept" which is one of the most crucial agenda-setting topics of the 21st century was emphasized, and the elements of city administration were examined in this context. The examples of the city management examined within the content of this study focused on the strong cases of cooperation with certain local administrations, and they further explore the establishment of smart cities, the provision of high living standards, and the creation of strong economies.
